DOCKAGE CHARGES

Commercial vessels shall be billed at the approved rates based on a quarter day schedule for all days excluding the first working day.  The quarter working day schedule shall be as follows.

 

Berth Day

0000-2400

First Quarter

0000-0600

Second Quarter

0600-1200

Third Quarter

1200-1800

Fourth Quarter

1800-2400

 

On the FIRST WORKING DAY all vessels will be charged FULL RATE for a 24 hour period regardless of any other factor to include start time.  On subsequent working days, vessels will be charged at the FULL RATE based upon FULL QUARTERS at the dock unless a work stoppage occurs due to mechanical failure, in which case HALF RATE charges will apply during those FULL QUARTERS when no work is performed.  On any day when no work is accomplished, all FULL QUARTERS at the berth will be charged at HALF RATE.

USD $0.30 per foot of vessel LOA per quarter

Berthing Rate

USD $300.00 per vessel per port call

First Working Day:

This day is exceptional in that FULL RATE is charged for the full 24 hour period regardless of other circumstances which in any other berth day might reduce the full rate charge.

Arrival Berth Day:

This is the first day vessel makes fast to the berth

1.         Vessel commences to load or discharge = FULL RATE (See First Working Day Definition) Should vessel finish work and depart during this berth day

2.         Vessel does not commence work = HALF RATE (if vessel is not worked for whatever reason i.e., weather, holiday, breakdown, no cargo, etc then the above rate applies)

 Subsequent Berth Days:

            Any day other than arrival that vessel occupies berth

1.         Vessel commences to load or discharge = FULL RATE (See First Working Day Definition)

2.         Vessel continues work (First Working Day already established) = FULL RATE QUARTERS

A.        Should vessel finish cargo and vacate berth, only those quarters during which vessel was at berth are chargeable

B.         Should a vessel continue work and then stop due for any reason other than departure or mechanical failure during any berth day, all quarters are chargeable.

C.         Should vessel continue work and then stop due to a mechanical failure, HALF RATE QUARTER charge will apply for those full quarters during which no work is accomplished due to the failure.
                                               
3.         Vessel does not work, other than mechanical breakdown = FULL RATE QUARTERS

            In addition to the above rates, a “Berthing Maintenance Fee” of USD $300.00 will be assessed on the first day of loading per vessel.   Should a particular vessel make return voyage to the Port of Eastport during the same quarter of the same year, then the “Berthing Maintenance Fee” will be waived during these subsequent qualifying ports of call.

            The Port Authority does not assess dockage fees on military vessels of the United States or foreign allied governments nor to certain vessels engaged in scientific research or study.  If any controversy exists over a vessel’s classification (i.e. military, pleasure craft, research, etc) the Port Director shall make the final determination.

            Any adjustments to these procedures or to the appropriate dockage fees must be approved by the Port Director in advance.

DEFINITIONS:

COMMERCIAL VESSEL:                 Any vessel which provides for hire the movement by water of goods, services, or persons. Local vessels engaged solely in the fishing , aquaculture and/or local marine activity are not considered commercial vessels for purposes of this schedule

FIRST WORKING DAY:                   The first calendar day on or after berthing that a vessel commences to load or discharge cargo and/or passengers

FULL QUARTER:                               A complete 6(six) hour period as defined above

FULL/HALF RATES:                         As delineated in this schedule
